You really don’t have to have a credit card. Most domain and hosting services will take a debit or check card.
If you can’t do that there is a great website service called Weebly. You can get a domain name that would also have .weebly.com at the end of the name. But it’s total free. You can check out a site I built on Weebly at.

You can’t really get a domain name legally without paying. A website I suggest is webstarts. It has cool designs and template and the interface is user friendly. It also offers a domain site for a bit under four dollars.

I purchased my domain name. Webs.com is free and if you don’t want to pay for a domain name, the url will be yourusername.webs.com.
I haven’t used too many web hosting sites, so I don’t have anything to compare it to. I like webs.com because their design interface is really easy that anyone can design a website.
As far as the legal stuff, I can’t really answer that.
